IDE Controller Cards for Extra Devices?

Can an IDE controller card (like the Promise Ultra100 PCI) be used to add IDE devices to a system, or only to upgrade the UltraATA mode of the system?

In other words, does an IDE controller card give you the ability to add 4 more IDE devices to your system (besides the original 4 on the integrated IDE controller on the mobo), or can it only be used to upgrade your mobo's max UltraATA mode (i.e., providing UltraATA/100 support for an older UltraATA/33 mobo, yet still allowing for a max of only 4 IDE devices in all in your system)?

Thanks,
