Is this a pretty old PC is it? Usually you just set it up for "cable select" and let BIOS sort it out automatically. Also if there is more than one IDE port on the mobo, try putting it a different one.

Hardware conflict. Need to make sure you are using the correct jumper setting for your hard drive. Western Digital, Seagate, Maxtor, etc....all use different settings.
Then doublecheck that you have the proper hard drive settings in the BIOS/CMOS.
