Ide HDD not able to connect in new pc

There is a IDE maxtor hard drive from an old pc and I'm trying to connect it to another pc using the operting system on it, its xp. But it wont start up in any other PC except its own, ive tried to change the jumpers and the configurations of the bios,of the pc im trying to install it on, but it just gives me the screen to start up windows in safe mode or normal mode, and ive even tried to start it up in safe mode and nothing. It just restart after that, I can plug it in as a salve but i need to use it as master and with the operationg system on it. But when is stick it back in its old pc it works just fine.

Any one have any ideas?
 
Unfortunately you can't move Windows from one PC to a different one. Windows will not tolerate that because all the internal hardware is different.

When you move the drive to a different computer, you have to wipe the existing Windows off it, then re-install Windows on it using a Windows installation CD on that computer so that Windows Setup can configure itself for the hardware that's in that system.
 
But Ive changed hard drives that have windows xp installed on them to different pc's and its always worked for me, it some times asked me to install new drivers for hardware, but over all it works just fine.
