That is an old outdated connection type for hard drives.
A single IDE cable would have 2 drive connections. 1 Master, 1 slave.

For anything in the last decade, ignore.

The short answer is, it's the second device on a IDE cable out of two. No you don't need it for your computer to work.

It's an older connection, for devices like hard drives, cd roms, zip drives :O
