Ideal processor for lumion renders. (first build)

what would be the ideal processsors for lumion renders and some light gaming and also autocad.
i have searched extensively for many days and cant get to a definite solution .
one thing i know that lumion needs more clock speed than the cores.
this is the recommended system on lumion website
As high a GHz value as possible, ideally 4.0+ GHz. A lower GHz value may act as a bottleneck for fast graphics cards such as the Nvidia GTX 1080 and Nvidia Titan X (Pascal). More CPU cores than 4 will not make a difference. CPUs such as the i7-4790K, the i7-6700K or the i7-7700K with 4.0+ GHz are good choices. Xeon CPUs with GHz values lower than 3.4 GHz are not recommended

but i am on a real tight budget of 65k INR.
ie, around $1000 whole work station
i can bend my budget to around 1300


i was first looking for amd fx 8350. but found out later that they have less IPC

then i moved to second option to i3 8350k which in india is about $200 and also its 300 series mobo are quite costly

please let me know if there are other better options like ryzen 3 2200g or any other processors

i am planning to use gtx 1050ti 4gb with 16gb ram.
i really want to use gtx 1060 6gb but my budget contraints....


please let me know of other better options.

It seems that the program:
1. more than 4 cores. Having more will not be usefull
2. likes faster cores than more cores.
3. take advantage on stronger GPU (usually due to more CUDA cores)

From these:
1. I would take FX8xxx is a bad idea since these are slow as hell.
2. Intel Coffeelake -k is the better pick but since you have problems with budget, I...

From these:
1. I would take FX8xxx is a bad idea since these are slow as hell.
2. Intel Coffeelake -k is the better pick but since you have problems with budget, I would get Ryzen 5 1600x max. 1500x is perhaps the better option since having 6 instead of 4 does not matter. Plan to OC the proc to hell.
3. Forget 2200g or 2400g, you will not use th iGPU anyway.
4. I would really try to push the budget to get GTX1060 or even better. If it is not possible in any way, GTX1050Ti will have to do.

I dont understand it.
coffee lake has 4.0 ghz at base
R51600 has 3.2 ghz at base
Is it because the R51600 has 6 cores and i3 has 4 ?

still how come do you suggest 1600

considering the prices for both with mobo is quite similar

you are on spot with the lumion requirements.

Now,
when I checked the prices online here in india,
i3 8350k + asus h310m-k costs me around $300
and
R51500x + asus a320m-k costs me around $280

what would be a better solution

What would you consider most preferable
if they are at the same price point.
1. i3 8350k
2. R5 1500x with stock wraith spire cooler
3. i5 8400
4. R5 1600 with stock wraith spire cooler

the motherboards of the above are also similarly priced.
