Idle CPU usage?

So I just finished installing Windows and updating all drivers, as part of the driver installation process I saw on the drivers page that there was HP Sure Click and HP Client Security (among loads of other apps). I am using Sure Click and Client Security since I'm hoping that will give me extra security but the CPU usage for these apps periodically jumps to 5% idle when they are enabled.

Also I noticed that the Synaptics touchpad process jumps to 3% whenever I move the mouse, is this normal?

What should idle CPU usage look like?

I'd not be sweating the little momentary spikes that occur when you move the mouse-equivalent cursor around, etc....; cpu usage varies with what tasks you have running, and, bounces up a few percent whenever you launch/close something, etc. My own rig's usage sits at 1% typically with no browser open.

Solution
How would you define bothersome? Like the apps are bumping CPU up by about 5% every 30 seconds, do you think that would warrant their removal. I'm hoping the HP Sure Click will prevent malware running on my machine because the app apparently uses a virtual machine or something for each browser tab which prevents malware. What do you think?
