Idle Ram 97%

I have been getting issues recently where my ram will occasionally hit 97% when my computer is completely idle. This tends to happen when I either start up my computer or I have had my computer on for a little while. I took a look at my memory usage and the biggest user was a process called vsserv.exe. I don't know how to fix the problem and my computer is slowing down significantly. Any help will be appreciated, thank you.

Remove bit defender, it's a known issue with bidefender and grab another anti virus instead.
