Idling at high temps

I have a FX-6300 and until I reinstalled my OS on a SSD and when I booted up my PC I saw that it was really really hot so I opened core temp and monitored it. My PC now idles at 65-70 C and I havent even tried gaming. I have 2 fans and I know it isnt anything to do with PSU trouble. All the fans are running. I also saw that instead of being at 3.5 ghz it was running at 3.5-3.8 what should I do?

Update it was reaching 75 C while watching youtube and the clock was going too 4.2 ghz

Are you sure you are at idle? Check out your CPU usage. Also yes clean up and reapply your thermal paste as mentioned.

Time to clean the HSF and reapply thermal paste

Ive only had this CPU for around 6 months are you sure its the thermal paste? it only started after I reinstalled my OS
