Ie no response win7

Hello,
First, my computer is brand new, and the problem is when I click on the IE icon, it has no response, it didnt even pop out a IE window at all, and when I try to get into the internet setting by Control Panel, I cant get into it, but I can get into other option on Control Panel!!
Any though??

BTW, this is second one ( I just return the first one)

What kind of computer, OS? If you have a 64 bit OS, you can try the 64 bit IE and see if it opens up. If so, try and dl/reinstall the 32 bit version or another web browser of your choice.
