Most devices' fans will spin as long as power manages to stay up as they are usually setup to run at full speed until the firmware/BIOS/software changes the speed.

I droped a a-10 7890k i dont think Its the mobo because its one of msi's miltary class so its probably the cpu or psu but if it powers on at all it shouldnt be the psu right?

If the fans spin then it could still signal the PSU is to blame but considering you dropped the APU a good long drop I'd put money on that, what make PSU? Might be worth replacing anyway.
