Question If a Processor has only Base Frequency and no turbo, what does it mean?

Thanks, and whats better? A CPU with Turbo or just with base frequency ?
If the CPU should run at exactly 3.6ghz while under load, will the CPU with Turbo run slowly because it does not use the whole 3.6 Ghz?

A CPU without turbo boost will run at or below its base frequency. In this case it's 3.6GHz, a respectable speed.

A CPU with turbo boost can do short boosts of clock speed to increase performance. The I3-9100, the successor to the 8100, will do this turbo boosting up to 4.2GHz, a 0.8GHz difference.

A turbo CPU will be better, because it's capable of making use of the additional power in short spikes.

If you wanted to have sustained increased performance, then consider purchasing an unlocked CPU/Motherboard.
