Question If I create a video in Region 1 and put it on a flash drive, can it be played in region 2,3,etc?

I live in the US and am making a short .jpg slide-show with .mp4 music. If I put it on a flash drive can it be played by a person in all other regions? I'm planning to put a portable version of VLC on the drive, too.

Region 1 only applies to DVDs and the like, it doesn't apply to homemade videos.
