if i get a new cpu and mobo will windows be effected?

Motherboard is usually the biggest challenge, and odds aren't great (or in the back of your mind you always wonder if it could have been better).
The way I look at it, a fair upgrade like that is probably a good time to start fresh and make it the best you can. Backup what you need and go for it !

yup im guessing thats what im going to have to do. waiting for ryzen to upgrade from my fx8350

It could still work, but just in case sign into windows with a microsoft account once and it will tie that copy of windows to your account. you can put a fresh image after that and just sign in and your good.
