I am looking too soon make a new pc and dont want to pay the extra hundred bucks for a new windows 10 does it transfer with my account or do I NEED to buy the os again?
Your Windows 10 license is tied to your current motherboard. If you build a new PC, you will be required to purchase a new Windows license. It's part of the cost of a new PC and not "extra".
as long as your using the same hard drive you should be fine. you might have to reactivate it. if you upgraded to 10 from 7 or 8 you can use the same activation code

System Builder/OEM: This is the most common, and cheapest. This is tied to the motherboard and thus a new PC (or even new motherboard) requires a new OS license. Some have had success calling Microsoft and getting it activated but many have not.
Retail: This is more expensive but is transferable. For constant upgraders this is a much better buy.
