I want to buy a new SSD because mine is currently too small But I want to keep the old one with Windows on it. Can I still play games on the new one or do I have to install Windows if I want to play games on it?

Solution
You can buy a new SSD and keep the old one with Windows on it and still install your games on the new SSD and run them so no issues at all.

Just to be clear...Install the games on the new SSD and everything is ok...no need to install Windows on the new SSD as you only need one copy of Windows running and you already have that on the old SSD.
