if i have 2 8gb DDR4 sticks running in 2133mb from different brands (kingston and SK hynix) do they run in dual channel?

As far as I know from DDR2 and DDR3, yes. They'll both run fine at 2133.

If you put them into the correct slots on the motherboard to be dual channel, then they will be.

Now, mix and match on RAM is hit-and-miss at best. Your two sticks may not work together. It they work, they will be dual channel, but they may not work at all....
