If i want my pc to boot up in like 4 seconds do i need to put the os on a ssd?

is it required i put the os and games ON the ssd for it to go really fast? if so could i transfer it over at a later date to the ssd because i wont be getting an ssd straight up.

Yes. Anything that's still on a normal HDD won't take advantage of the speed of the SSD, including the OS.

You can image your HDD to your SSD later down the line, but a fresh install is generally easier and causes less problems.

EDIT: Ghislain has a point, even with a SSD 4 seconds is unrealistic.

Solution
There's no way to boot in 4 seconds from a hard disk or even from the fastest SSD you could buy. You can migrate a hard disk to an SSD, but it doesn't always work. I did it twice: it worked fine on a Windows 7 system, but it didn't work on a Windows 8.1 system (the issue probably was caused by the migration tool that I installed on the hard disk).
