If my CPU fan uses a DC connection and I have PWM set in the BIOS, what are the ramifications of this?

Everything in a PC is DC voltage.
No matter what BIOS changes you make every part inside your PC is DC voltage.
You get AC power from the wall into the power supply it converts it to DC power so nothing past the power supply can be anything but DC.
