what happens if a psu fan stops working? does the psu shut down the system or does it keep running?

Depends on the power supply. Either implementation could be possible.

Sure. Depends on the quality of the power supply. If you have a known failure, replace the entire unit rather than risking expensive components.
There is no way to predict the failure signature.

High-quality power supplies will have a feature called "Over temperature protection"
This will shut down the pc if the psu gets too hot caused by a failed fan or dust buildup.

A cheap PSU without over-temperature protection may overheat if the fail fans and the PSU may be damaged.

its strange that they don't got that protection on all decent psus since it could possibly start a fire if it happens.

Older PSUs like the SeaSonic S12II don't have OTP.

This just shows why cheaping out on psu is never a good option.
Most modern PSUs like the Corsair CX grey lineup and Seasonic Focus lineup have OTP.

evga 500 white . yes I know its not the best but it was for a cheap system. had a few of these before without problem . this one was loud at first then I tried it again a few weeks later and it was not as loud but clicking noise still there. im not gonna be using it myself so I guess im gonna have to send it back to be on safe side.

Its low end, but the EVGA W1 500w White does feature OTP.

EVGA is good about RMA I hear. You should have no issue there.
