I've just seen so many people on here say you can't overclock on an h110 chipset motherboard, but I have overclocking settings on my MSI H110m pro d that sound very similar to ones on z170s.
Board manufacturer may use a BIOS that has overclock options even on boards which don't actually support it, a "one BIOS fits all" approach as stated by Colif. Saves them money in production rather than having to install a different BIOS for the various chipsets.
perhaps they have a 1 bios fits all approach with certain families and only add extra features when needed. CPU knows if its on right motherboard I think.
