IGPU HD 4600 problem?

I have an Intel i7 4770 on a AsRock B85 Pro 4 and when i play some games my IGPU won't go full load and I have frame drops at that moment. The IGPU working at 600 Mhz while i an gaming and barely go up to 800 Mhz even it can go up to 1200 Mhz. Can anyone see the problem? It could be a MB problem?
 
Problem solved (hope so) 😀 Just setting up from msconfig>Boot>advanced options>number of processors: 8 and from power plan Balanced or High Performance and my IGPU is working well for now in GS:GO. I am playing League of Legends and I will try it later if now it's fine, that was the game with problems, i will be back if I will get a result. My readings are based of Intel(R) Extreme Tuning Utility.
 
Ok, today I discovered something, In CS:GO with VSync on double buffering the IGPU will not going to full potential (only 600 Mhz), but on triple buffering or no VSync will do. Same in Minecraft with VSync on will go up to 600-800 Mhz, but if i disable the VSync it will go up to 1200 Mhz so it will be at full power and the game will be very smooth. My driver version for IGPU is 10.18.10.3379, so i think is the latest one.
