iGpu multi monitor problem

So recently my pc won't boot first time i start it when it has been turned off for over an hour or so, it wont even make that beep then it turns off by itself, when I start it again i get the error message "overclocking failed" even though I haven't overclocked, when i enter bios from there IGpu multi monitor is always disabled by itself so i have to enable it every time i restart my pc, someone knows what causes this?

Also, when i select "restart" inside of windows windows shuts down and the screen turns black but all my fans are still running, can this be related to the other problem?

Might be a PSU or a motherboard problem.

The 'overclocking failed' portion somewhat points to a motherboard problem.
