Im able to "pick as the solution" on a thread that i didn't create

for the last hour Im able to "pick as the solution" on a thread that i didn't create. is this a bug?

I also have seen this. I believe it is a suggestion to the thread creator, in which he will be able to agree or disagree.

Once you have a certain level of expertise ( like so many "Best Answers") in a particular subject , then you have the ability to select a Best answer to a question in that category.
