[SOLVED] I'm at a lost. Need help with capped download speed.

I've been spending all day trying to figure out whats going on, my ISP plan is 30 mbps, but out of nowhere, i'm suddenly down to 4, and stuck at 4.

I thought it was Windows, so I did a lot of tweaks and suggestions, I even did a fresh install of Windows to see if it would fix the problem, it did not.

Specs:

Router: Arris DG860
Cable: Ethernet
ISP: Comporium
Motherboard: GA-Z170M-D3H Gigabyte
GPU: RX 480 8GB
CPU: i5-7600k
Memory: 16 GB DDR4
Windows 10.

I'm just confirming the more obvious point just to make sure it is eradicated, networking isn't my strong suit:

Have you ensured that the units are the same?
A 30Mbit ISP speed would be around the 4MB mark?
Especially if it's a steam download, as that reports it as MB, not Mbit.

Following that I would be ensuring that LAN drivers are up to date (not using a driver updater app) and ensuring that the same download speed isn't being seen on other devices, as it could be an ISP issue.
