Im building a server and am on a tight budget, was going to go with the Intel Xeon E5630 and a used Supermicro X8STi Motherboard and it comes out to $80. The only problem i have really is that the mobo is sata ii and i want to eventually add an ssd, so should i go with a different cpu to get a mobo with sata iii? The only lga 1366 mobo i can find that has usb 3 is close to $200.

For the purpose of building a website/gaming server, the SATA II interface will not be much of an issue, even with a SSD. Same for USB 3.0. I wouldn't worry about the lack of either of those.

Typically, the relative speed of your network connection will be the limiting factor , as well as the number of users accessing the server at any given time, on the performance of the server. Even the SATA II interface with relatively fast storage will be more than fast enough for most uses.
