I'm buying my first pc

Hello community, I want to get into the pc gaming world but need a pc cheap. My budget is $160 and I know very little. A friend said this pc would be great if a did a couple of "gpu upgrades" https://seattle.craigslist.org/oly/sys/d/hp-pavilion-elite-desktop/6228430776.html
But I'm concerned about whether the pc works or not. The seller describes some issues and I'm not sure if they are fixable . Please let me know if I should get this pc and how to fix it

I would not. Spending money on parts for testing is not an option, in my opinion.
You might find out in the end that you could make a pc from new parts with the money you spent to fix the old one.
