I'm confused about HDMI 1.4

The number indicates the standard, right. The cables for HDMI 1.4 and 2.0 are completely identical. Technically, 1.4 has a limit of 10.2 Gbps, not 4k@30Hz. By reducing the amount of color information being sent:

they save some bandwidth in order to increase the refresh rate. If I understand it correctly, they're piggybacking on a broadcast/blu-ray resolution as opposed to a normal computer resolution...

I read somewhere else (maybe it was that same link) that the number refers to the connection itself and not the cable. Is that true? I read that a 1.4 connection can only go 4K30 at best. Is that also not true?
