I recently built a new PC.
Specs:
MBD: Asus X870E-E
CPU: Ryzen 9800X3D
GPU: RTX 4070 Ti
RAM: 64GB GSkill
SSD: Samsung 990 Pro
However, I noticed something wrong in a game I play. Sometimes the camera/object movements get stuttery. It's hard to explain, it's as if the mouse is snapping onto locations while skipping frames.
But when I play the same game on my old rig (7700K and GTX 1060), this doesn't happen so I don't think it's the game. Likewise, when I had the 4070 Ti in the old rig, it didn't happen. Drivers are up to date, the only difference outside of hardware between the systems is that the new one is Windows 11.

I found that it only happens in certain scenarios: Aiming through crosshairs, moving objects, scrolling though certain menus. Outside of these the game runs fine. I played with the game's settings and it seems turning off V-sync removes the problem, but causes terrible tearing. Besides, I had V-sync turned on in the old rig as well.
I don't know how to fix the issue, or even diagnose what's wrong. I'd appreciate some help.
