Question I'm getting a memory detect error every time I boot ?

Specs are 10980XE (with 8 cores disabled)

Asus ROG STRIX X299-E GAMING II

VENGEANCE RGB PRO 64GB (8 x 8GB) DDR4 DRAM 3200MHz

Every time I boot, I get a "code AF memory detect error" on my motherboard, it doesn't post at all, just a black screen... I then hold down the power and restart, and it sends me straight to BIOS, I make zero changes in bios and reset, and it boots normally...

But when I check CPU-Z, my memory is only running at 1600mhz... (didn't even know that was possible on DDR4) I'm guessing bios did this automatically so I could boot? Because when I disable fast boot, I can't even get to the OS.

The only changes I have made to bios from default are enabling XMP memory settings, and disabling cores 17-9.

I have tried resetting bios to default, and while it does boot normally, my memory seems to run even lower, (1066mhz)

I passed memtest86 with a 100%, All drivers updated, Bios Updated

Any ideas??
