I'm getting lag spikes every 2-3 seconds that lasts 1 second on my laptop after upgrading to windows 10, is there any program that can remove lag completely from a device??

[UPDATE]
I Tried several fixes on youtube and from forums to get rid of my lag.
and none of them worked.
I've done ping -t 8.8.8.8 tests on my laptop and i've noticed that the ping bounces up and down every 2-3 seconds by 15-100 every 2-3 seconds. After that i don't really know what else i should've done, i tried going into task manager and disabling some startup tasks that ate up my cpu as well as optimizing my laptop in 2 different ways. I'm having trouble with
this one process called "System" that is eating up my cpu. Is there any program that can completely optimize or remove lag on a laptop? I've tried Latency Optimizer but it only removed mild lag. I wish i could provide pictures to make my points seem clearer but this is the best information i could provide.

pls help

I have a same problem but now my pc is ok.. After im install windows 10, im try to install AMD driver .. That AMD driver make my laptop lag anytime in 2 sec.. So i uninstall that driver and the lag is gone.. Mybe you can try to uninstall you AMD driver
Hi there. I think your issue might be something called thermal throttling, which, in essence, means your CPU is getting too hot and needs to slow down. Download the program HWMONITOR and open it. Now, under the first "Temperatures" tab, what do you see under "Package" in Celsius?

My Celsius for all 3 temperatures 54-55c(129-131 F), 53c(127 F), and 59c (138 F).

Okay. Now, in the task manager under "Performance", what do you see being used for "Memory"?

That's not it. I think it's just that your computer can't handle Windows 10, to be honest. There's not much to be done about it except getting a new one unfortunately.
