I'm getting low fps in Far Cry 5 with my 980ti

Like I said in the title, I get 60fps for the most part, but in some places the fps drops to 50 to even 40 fps, I checked other benchmark videos with a 980ti and they get around 80fps max with a 65 fps min. I'm also looking at CPU usage and the usage is staying at around 60% and my GPU usage is at around 60-70% also. Even with vsync off it still doesn't go any higher and the fps still dips.
My temps are all normal as well.

Specs:
980 ti
i7 4820k overcloked to 4.3Ghz
16gb of DDR3 RAM clocked at 1600Mhz
1tb samsung ssd

Are your drivers up to date? A basic question i know, but it often can be the solution. Another possible cause is that since it just came out, the game may have some optimization issues. Are you sure the the gameplay in the video was at the same resolution you're playing at?
