I'm Getting Low Fps in games with a Decent Build

Ok so basically i have a reasonably well built good quality machine specs as follows
- Asus CROSSHAIR-V-FORMULA AM3+ 990FX
- AMD FX-8150 3.6GHz
- Corsair 16GB Vengeance 1600Mhz
- Sapphire HD7970_GHZ_VaporX
- Samsung S27A950 27inch Monitor
- Western Digital 1TB VelociRaptor
- Corsair AX1200 Power Supply

Anyways, I've been playing Various games and I get FPS that are much lower than i would expect from a build like this, when i first built the machine my frames were in excess of 100+ in every game.
Currently games I've tried:
Farcry3 - 10-14 FPS
Skyrim - 12-20 FPS
Blood Dragon - 11-16 FPS
Heaven Benchmark - avg:14 Score of 354

My CPU, RAM and GPU aren't even breaking 30% of their Usage. I have done basic trouble shooting and cannot see why i am getting such low frames.
Anyone have an idea?

This is a Clean install with a new HDD i only installed the operating system 2 days ago and im using Kaspersky anti-virus so its none of these issues

Could be a driver problem, could be a hardware problem. Try to reinstall windows and then install only necessary drivers and software for games and try a few games. If you still have low fps you may need to take out the components and test them in a different computer.
