Solution
I would go with this:

Processor:
http://www.newegg.com/Product/Product.aspx?Item=N82E16819116504 - i5 3570k for 219.99 USD

Motherboard:
http://www.newegg.com/Product/Product.aspx?Item=N82E16813131820
ASUS P8Z77-V LGA 1155 Intel Z77 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard
It comes with 8 GB of ram from G. Skill, so you're already covered if you buy this MoBo. So this will be 189.99 USD

Power Supply:
http://www.newegg.com/Product/Product.aspx?Item=N82E16817139021
CORSAIR Enthusiast Series TX750 V2 750W ATX12V v2.31/ EPS12V v2.92 80 PLUS BRONZE Certified Active PFC High Performance Power Supply
It has a 10 dollar rebate, so the total is 99.99 USD

Hard drive...

Hard drive:
http://www.amazon.com/Seagate-Barracuda-3-5-Inch-Internal-ST1000DM003/dp/B005T3GRNW/ref=sr_1_sc_1?s=electronics&ie=UTF8&qid=1356898084&sr=1-1-spell&keywords=seagate+barracyda
This hard drive is 1 tb, is not too loud, and is rather fast. I have the 3 TB version and am very satisfied with it. It is 69.99 USB

Optical Drive:
http://www.amazon.com/Asus-24xDVD-RW-Serial-Internal-DRW-24B1ST/dp/B0033Z2BAQ/ref=sr_1_1?ie=UTF8&qid=1356898240&sr=8-1&keywords=optical+drive
Just a cheap but good enough asus DVD drive for 22.99 USD

and you could get a sound card if you want, and I think that the stock intel cooler will work fine. After all this, the grand total is 602.95 USD. if you want you could replace the 3570k with an i7 3770k.

Good luck!

I don't believe it would make a huge difference on most games. SOme games I can think it will make an actual big difference on are Planetside 2 and Minecraft, So really depends on how much money you want to spend. i currently have a 3770 which is a locked 3770k which you can't overclock.
