I'm gonna buy a i5 8400 for use in gaming and I have a few questions.

1.Does its frequency adjust automatically while I'm playing games or when I'm using any CPU demanding software?
2.I have to access that turbo frequency somehow?
3.If yes, how do I do that?
4.Does it pair well with a GTX 1060 3GB?
5.I know it's stock cooler isn't that good, so I'm buying a new one and I don't know which one. Which should I buy?:

2. In the BIOS you can change it to run at full speed constantly if desired.

4. Yes although you may want to go with the 6gb version if possible as not only does it have more vram but it outperforms the 3gb version due to the higher CUDA count.

Yes and at idle to save power all cores will dip to 800mhz but as soon as you do anything (game/open a browser) the core(s) will speed up.

The stock cooler will actually work fine for a 8400. It will boost on 6 cores to 3.8. Boosts automatically.

I agree and would give the stock cooler a chance. They arent great. But they are built to keep the temp acceptable in a chip like that. Maybe put the money into the 6gb 1060 instead.
