Question im having a couple problems with my new pc please help

1. my download speeds are significantly lower than on this pc compared to my laptop i used to use

2. this pc stutters when i play games and i couldn't figure out what the issue

Your RAM speed is hitting your system, you need to enable XMP in the BIOS to get it running at 3200MHz

Do you have NZXT software running in background? If so, try disabling and see if stutter stops.
