Im having an issue with a odd problem

I am having a problem with my computer before, I can use my computer again, after turning it off I have to discharge the motherboard to get, my computer to start up, Any suggestions on what maybe causing this problem. discharging ( I mean take the power out of the computer, or turn switch off on the back to make led on the board to go out)

Please advise on what I should try next to help fix this odd problem
