im having problems with 7970 hd

I just bought a hp Z400 from a guy who builds good pcs.
Specs are
8 GB ddr3
Intel xeon 4 cores 8 threads 3.06 GHz
7970 HD
485 watt psu, built by hp, equivalent to 560 watt
I have two problems
The first one is that my ram is 1600 MHz, but I'm only getting 1067 MHz
Second is that I'm getting horrible frame rate when I play not very demanding games like farming simulator 2015. The problem starts whenever I turn the settings on my gfx card up, like standard 3d settings.... I need help, the drivers are all up to date. The temperature is good, and the whole time I'm playing games with horrible fps, my CPU stays at 14% usage, ram 30-46% usage, gfx card 30-70% usage

Talk to the guy who built the PC.

A HD7970 needs 550W from a good quality power supply.

What make and model have you got?

What motherboard is in the PC?

What model Xeon?
I'm not sure of the make and model of my psu, its the stock psu, all it says on the box is 80+ bronze
I'm not sure which motherboard it has, I know its 1366 socket
W3550 xeon, there is no chance of bottleneck.
 
I can't, hp welds the psu to the case for their models. It would be impossible, and the guy I bought it off of says that the psu shouldn't create game lag, just would kick me out of the games. What's your opinion i7 baby
 
For some reason it was under clocked 150 MHz instead of 925 MHz, and the ram problem I haven't solved, but I'm getting a technician to look at that tomorrow, he's my uncle so he'll do it for free
