Im having strange fps issues with my rig

Lately ive come to notice that my rig isnt getting the performance it should be with my fps dropping below 30fps for some games, i check my cpu and gpu usage and they arent even topping 50% sometimes, when i attempt to use bench marking software i got around 30fps on ultra which is reasonable but for some reason putting v-sync on puts my fps up to 60fps at which it is then capped and that shouldnt happen. I have a r9 280x xfx DD black, fx-8350 8 cores at 4ghz and 16gb of ram, ive tried multiple virus scans with different software and checked online but to no avail.

I do have amd catalyst and i made sure to reinstall the latest version too, my temps were at about 40-50C when benchmarking and the games include tomb raider, minecraft, empire total war, europa universalis 4, KSP.

My gpu temp is at 47C now but during gaming would usually only get up to about 60C to 70C max.

Check GPU temps?

70 is the thermal limit, perhaps your card is downclocking itself to avoid damage.

That seems unlikely though as it happens even when the games only just been opened and the gpu is at about 50C, that also wouldnt explain the increase in fps when v-sync is on
