Question I'm hitting 85c on stress tests with r5 1600 and stock cooler.

What stress test are you using?

What are your ambient temps?

What are you full system specs?

I'm using Aida 64 extreme, idle is 30c-40c, for gaming max is 75c. I have 16gb ram @ 3000mhz, gigabyte b350 gaming 3, and the case is cooler master masterbox lite 5. CPU is also clocked at 3.6 ghz at 1.3 volts.

If I am not mistaken, 85c. is the throttle point for ryzen.
The chip should throttle or shut down to prevent damage if it senses a dangerous temperature.
From that point of view, it is safe.
From a functional point of view you want to run cooler.

What is your case and fan arrangement?
The stock cooler should do the job if it gets sufficient cooling air.

That looks fine to me. Stress tests usually are more intensive than other things. 85c is the max you want your CPU to get, like @geofelt said. So just test it with what you normally do. If it's using a lot of CPU (games, video editors etc.), it shouldn't get above 75c if right. On idle it shouldn't get above 50c.

then recheck the air flow in the case and i would repaste cooler i use the same cpu and never get over 60 c on full load .

My case is the cooler master masterbox lite 5. 3 fans in front and one fan for exhaust
