Question Im in dire need of advice about new CPU

Guys, im honestly very confused. I have a pc setup that seems to bottleneck the GPU in some games. Specifically, Assassins creed origins,Battlefield 5 and Hitman 2. I need advice, should i really spend 400$ bucks on new mobo,cpu and ram for 3 games that struggle ,spend it on r5 2600,asrock am4 pro 4 and 16gbs of ram? Im a student and money is really tight. My specs in general are.
I5 4690 3.9 using dynamic mode in bios
2x4gb ram 1600 dr3
rx 570 4gb nitro+ sapphire
Msi b85m g43
coolermaster b500 ver2
 
Don't pay any attention to % CPU/GPU usage in deciding a 'bottleneck'..., granted, the 570 is not overly powerful in 1080P, and, the 4c/4T cpus do begin to feel the strain of the very newest games like BF5.

As long as your game is not noticeably hitching/stuttering at your chosen resolution, I'd not worry over % usage statistics....

Actually i can feel some stuttering and fps drops sudden during those games thats why i used msi afterburnert to figure out the bottleneck.For example in ac origins in the wilderness there is 99% usage both to gpu and cpu but as soon as i reach siwa the city my gpu gets to 70% tops. Should i format my operating system on my main drive? could it be that?
