I gotta keep this short because the computer might auto sleep if I wait too long. So I just installed windows 10 and I have been trying to enter my bios for quite some time with no luck. I turned off fast reboot, shut down from cmd, the whole nine yards with no luck. I narrowed it down to two things. Either my USB ports arn't powered until the PC is fully started or I need a bios update because Windows is kinda stupid (which was the case for my graphics card driver). I decided that I might as well update my bios because I was at least 4 versions behind. I read up a little on how to update the bios and was well warned of the dangers of power outages and everything. I went on with it, the bios updated, and now it tells me to press enter to restart. Surprise! My keyboard and mouse arn't powers. I confirmed this by looking at the laser on the bottom of the mouse. So I solved my original issue of why I couldn't enter the bios, but now I'm stuck. Should I power off the PC or is their a way to power my USB ports?!

I guess I didn't keep it very short lol.
 
Solution
The best way is to change the BIOS setting to enable USB Legacy Support and that gives you the power you need before the OS cuts in.
