So here are my current specs:

GPU : RX 580
CPU: AMD Ryzen 5 2600 Six-Core Processor, 3400 Mhz, 6 Core(s), 12 Logical Processor(s)
Mobo: B450 TOMAHAWK (MS-7C02)
PSU: EVGA 110-BQ-0600-K1 600 BQ, 80+ Bronze 600W,
Ram : 8gb x2
Case : Cooler Master MasterCase H500 ARGB Airflow ATX Mid-Tower

Looking to buy:

GPU: rtx 3080 10GB
CPU: AMD Ryzen 7 5800
RAM: 16GB x2

Question : Will my current mobo and psu be compatible with what im about to upgrade to? I have fans, cooler and case already

You will need to ensure your motherboard has the appropriate [latest] BIOS update to support the Ryzen 7 5800. Your PSU is not sufficient enough for an RTX 3080, which recommends a 750W power supply. How much are you paying for the RTX 3080? There may be some other options.

What is your budget?
In what way is your current setup not doing the job?
What kinds of games do you play?
If on a budget, you may need to upgrade a part at a time.
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

If you are cpu limited, the 5800 makes sense.

If you are graphics limited, A 3080 might make sense, but you are also looking at a concurrent psu upgrade.
It is a very big upgrade.
With your current psu, RTX3060ti might be the limit.

If you are not multitasking while gaming, 16gb may be sufficient.
Look at task manager/resource monitor. select memory tab and look at your hard fault rate while gaming.
If it is much more than zero, pages are stolen and more ram is needed.
Otherwise look elsewhere first.

The price point of a 3080 is similar to a 4070ti you should look into that.
