[SOLVED] I'm not hitting the fps that i thought i would

At the start here is my PC specs:
CPU: I5-4460 3.20 ghz
Motherboard: H81M-P33
RAM: 8gb ddr3 800mhz frequency (dont know the brand)
GPU: XFX Radeon RX 580 8gb
PSU : 600w (dont know the brand eather)

Problem is that i upgraded my gpu from Gygabite 750 ti to Rx 580 and i am not getting high consistent frame rate that i should.
I did clean windows install after installing the gpu. For example in CSGO with 750 ti at lowest settings i was getting around 120-140 fps but it was consistent with RX 580 i am getting a little bit higher frame rates like around 150fps but in more open areas it drops to 70-90. Same problem in League of legends in big fights fps drops down alot. I did not overclock my GPU or CPU.
Bigger games like Apex legends or GTA V starts stuttering my whole PC i just cant move the mouse. So i want to hear you people opinions :)(sorry for the mistakes)

The problem isn't the RX580, but the PC its connected to. That's a 4 core CPU and slow DDR3 RAM(probably a single module running in single channel mode). Also, based on your current specs I'd hazard a guess that the "600 watt PSU" is probably a 5 year old lower end unit. The RX580 is a power hungry GPU and requires a quality PSU.

Did you at least remove the old drivers before installing the 580?

OK so i said i did a clean Windows install so that means yes i did remove drivers. My ram are dual channel and my PSU is brand new Akyga AK-P3-600
 
We can not know because we are not there to see if you are missing something. PSU should be changed even if it's not the cause of the problem. For RAM you can not do much as it's DDR3 so not many options there. BTW, it's not 800 MHz that you have, it's 1600 because it's doubled (Double Data Rate)
