Question I'm not sure why my PC is running the way it is.

My computer has been kicking ass for a year or two but just recently it's started lagging when multiple things load in video games. For instance, I've noticed that I can play, say League of Legends, at the highest settings like I should be able to, and I can play for hours on end, but when things get going and there's multiple people on screen casting abilities my frames drop like crazy. Its weird because at first I figured it was a graphics issue, and I thought well that sucks my GPU might be going out or what not, but even if I turn my graphics to the dirt tier, it still has issues when people start bunching up and playing the game. Any help would be greatly appreciated. I have a Ryzen 5 1600, Radeon RX 580, 16G DDR4 RAM, Bazooka 350M motherboard, and some hard drives and an SSD. Thanks again for any help.

Also, I've done a fresh install of Windows 10 in hopes that it was some malware or I simply had too much on it and was slowing my pc down too much. Little to no avail.
