Any of the last two gens of AMD processor, Ryzen or Ryzen 2, or any of the last five gens of Intel CPU, plus a GTX 1060, RX 580, GTX 970, 980, will do that on most titles. You really don't need a "build" to figure that out. Scrape together any system with one of those graphics cards and a CPU from the last two years with at least four cores, and it should do fine.
