All of that isn't going to tell us anything if can play Starcraft 2, we'd need CPU, GPU and RAM information mainly to determine that. Download CPU-Z http://www.cpuid.com and it will show you the CPU, GPU and RAM you're running, and then post that information here.

And upgrading to Windows 7 does not mean you need anything special to run the game, meaning if you where playing Starcraft 2 in say Windows XP then it will do just fine in Windows 7, you don't need to change anything.(expect GPU drivers of course)

Your system will struggle a bit most likely, granted Starcraft II isn't very resource heavy, but from those specs you might be able to play the game with everything turned down.

You only have 1GB of memory, a slow single core Celeron chip and from the looks of it you're using the integrated intel graphics on the chipset. So if anything it would be a lot better for you to just save up and move over to a better system, now if your goal was just to run Windows 7, then yes it will do a decent job in Windows, but just barley to be honest, your system is pretty much the absolute minimum i'd allow to run Windows 7 on, so that plus trying to game isn't really something that would be good on such a system.
