I'm so lost. Windows 7 Install Not Working

I'm attempting to install Windows 7 Ultimate onto a hard drive. Whenever I go into the setup I get greeted with an error message that reads:

"A required CD/DVD drive device driver is missing"

It had come to my attention that Windows 7 does not support USB 3.0 natively so I tried loading the drivers from my SSD (didn't work) I also tried using cmd to force mount the drivers on the boot.wim file, (success in cmd but still said the drivers were missing) I've tried multiple ways and there are no USB 2.0 ports on my PC since it is fairly new.

Are there any other methods I could use for getting past this?
