Two best value builds, an OC 6300 should perform on par with the 4460. However, the i3 6100 is the best performance/dollar CPU right now. Furthermore, you'll have upgrade path to Kabylake.

When overclocked, both systems should get you 60fps with ultra settings on 1080p on all modern titles.

You are wasting a lot of money. You can get a locked Skylake i5 with a Z170 board (Asrock can OC locked CPUs) with all the new features in addition to a R9 390 which is a great card.

Thats a silly amount to spend on an SSD for 500GB, the Evo as suggested above is the best bet.

You don' need 24GB of RAM for gaming, also don't mix your RAM, buy it all in one packet.
