Im stumped, Please Help

I have had this pc for little over a year (built myself) and no matter what i play my graphic card and processor max out, Any ideas?

Build:
Intel I5-7600k
Nvidia GTX 1070
HI100 Water Coolor
750w Power Supply
24GB of ram

Edit: apparently my cpu needs 50% to just scroll up and down facebook
 
Damn, that would be a real shame. Having a 1070 for over an year and still using the IGPU from the i5...


@OP, do you have the latest drivers installed? What's your monitor resolution?
 


All the latest drivers are installed and 1920x1080
 
There's no way you can max out a 1070 on a standard 1080p 60Hz monitor. The cpu, yes, it's an old school quad core, so many games like BF1, gtav, pubg etc that are optimized for multiple threads (upto 8) will tax an i5 heavily. So if you are seeing @100% on the cpu, that can be entirely normal for that particular game. But having the cpu throttled like that will preclude the possibility of the gpu reaching 100% especially a 1070 or better. The card is simply too strong.

So what's missing? Are you trying to game while gpu rendering? Using Fraps to record game play? Running 4k DSR combined with ultra settings and physX? Still have Xbox DVR enabled? Funky nvcp settings?
 
Try restoring your system you may have a virus mining some sort of crypto or just stressing out your hardware I would recommend for you to save important files and restore as soon as you can unless you want to decrease your hardware lifespan even more and if that doesn’t do the trick it might be a defective mobo. Sadly have reinstalled 3 times, nothing changed
 


When i say any game, i mean any. I played a game from 2007 yesterday and both maxed out. Fortnite, CS:GO , League of legends , overwatch. No matter what i play it just instantly jumps to 100% and this is just straight out of start up. So at most i have open is discord, the game and maybe spotify.
