[SOLVED] I'm trying to fix a downloaded jumpy video ?

if this is the correct place to ask, not even sure what to call the problem. Stop motion? most noticeable when the camera pans from left to right or right to left. Could upload a 10 mb video but don't see a way to do that here. Thanks
 
It would depend on the frame rate which the original video was shot at. Lower frame rates like 23.976 will look jumpy, which is why videos with a lot of motion and camera movement should be shot at 60 fps, and remain at that rate when viewed. There are some AI based tools which might improve a lower frame rate and convert it to a higher frame rate but there's no guarantee. Once a video has been shot or degraded to a lower frame rate at lot is lost.
 
I tried a few online AI ones and correct they didn't work. Also tried Shutter Encoder and DaVinci Resolve same result. I have Adobe Premiere and read that something might be able to be done with that, will check that out when have more time.
